Parking Enforcement via Immobilization
The “friendlier” form of enforcement.
What is Immobilization?
- The practice of dealing with parking violators by attaching a device to the wheel of the vehicle, immobilizing it until its owner/operator pays fines/fees.
How is it done?
We do patrols, both when patterns show the most violations normally occur, but randomly also.
Why?
If you control your parking, you will eliminate 99% of your other problems.
This type of enforcement deters undesired activities, such as crime and parties, without creating a reputation with local law enforcement or public record because aka a police report, to make your property a safer and more desirable place to live; therefore helping keep insurance premiums down, and increasing property/rent values.
You can also advertise you have Patrol and On Call Security.
Patrol
When a property is on our patrol route, not only are we are conducting parking enforcement operations but, we are also there to safeguard the security of the property.
We are also “On Call” 24 X 7 for the properties we patrol for any kind of security or parking related issues, i.e. noise complaints, no parking, etc...
Why Immobilization?
There are many reasons, below are a few.
- With Immobilization the vehicle remains where the operator parked it, which eliminates the chance of any damaging during towing.
This also provides a visual deterrent, to other “would be violators”; therefore doing “double duty” as seen below.

Why is Immobilization a friendlier form of enforcement?
There are many reasons, but to name a few, not only is it significantly less costly than towing, but the Owner does not have to be present to redeem the vehicle, no one has to go to an impound lot, as the vehicle remains (normally upto 48 hours, at most locations, but also may vary by property) and the Owner/Operator can immediately access the vehicle for shelter or contents.
Don’t take our word for it...take it from a previous violator.
“I am so thankful our vehicle wasn’t towed. We were able to wait, in the safely of OUR vehicle, for them to arrive.
They took our payment, sent a receipt on the spot and they were there super quick .” ~ Diane S. - Ashland, KY
(Imagine a cardiac patient or diabetic leaving their medication in their vehicle and returning in an medical emergency to discover their vehicle has been towed.)
Once we receive a call that someone is “Ready to Pay” we dispatch a Security Officer to return to the site of the immobilized vehicle, to accept payment and release the vehicle.
This also increases our presence on your property to provide yet an additional deterrent.
Permits
We can operate on standard hang tag or other types of real permits, however most properties prefer ePermit which can be found at www.PermitRegistration.com.
With ePermit, the owner/manager invites their resident electronically, by e-mail, to register their vehicle(s).
Once registered the License Plate then becomes their Parking Permit.
This eliminates having to issue, track and collect physical permits and lost/stolen and fraudulent permits.
And alleviates residents having to remember to hang up or display a physical permit.
The only time the resident has to update anything is if their vehicle or license plate changes.
Residents may also register alternate vehicles so their parking Privileges automatically transfer from one vehicle to another, which is a lot easier than having to remember to transfer a physical permit.
Property managers also find this very helpful, especially in emergencies.
Signage
Laws sometimes vary, depending on the city, but generally, in Kentucky, only 1 sign (12" X 18") (normally with a 1/4" reflective border) is required, per entrance.
We have always done our best to be proactive and make sure all areas are well posted; exceeding minimum requirements, which is why our signs not only have reflective border, but also reflective lettering.
Since December 2016 we stepped it up even more, by DOUBLING the size of all of our Entrance (and most other signs as well) for all of our New and Replacement signs; from the minimum requirements to 18" X 24" still with reflective border and reflective lettering.
Something, NO Competitor comes close to.
